When to expand and build new cities? At what point should I consider settling a new city? So far I’ve been waiting until my capital hits 3 out 4 pop before building a new settler. Then when that city hits 3 or 4 pop it’ll build a settler. My thinking being that as the older cities grow it takes longer and longer to increase pop so it makes sense to use the pop from the rapidly growing cities, on the other hand the larger cities can produce settlers faster so there’s less food loss during production.

The first empire plan is established on turn The costs increase per city, so my target apart from the Cultists and Broken Lords is to lay down a city on or shortly after that turn. Well, you can have as many plans as you want. At turn 20, you can have all four level one plans, and Drakken can have eight plans, if they can come up with the influence.

Expansion is kind of weird in this game. It is not desirable to expand all over the map as you’ll get hit with expansion disapproval, which doesn’t seem to improve over time.

I expand when I see a region with good rare resources, or if I want to beat an opponent to a key region. In the beginning of the game though I face the same dilemma as you, I don’t know when it is a good time to build a settler. I guess a good time to expand is when you pacify all villages in your region and rebuild them for the free pop, then you can use one of your native population to make a settler. There are 2 or 3 techs across the first 5 ERAs that reduce expansion approval.

They are in the bottom tech tree. Sorry I can’t be more specific with names, I’m not next to the game right now. Yes I just saw them, they’re a new addition. Theoretically really nice to have but I don’t know if that is going to be enough. Haven’t got them yet We’ll see. It really depends. One of the problems with such a free tech tree is you really have to commit tall or wide very early, which means scouting to determine available space and neighbor locations is incredibly important.

Well you can pick era 1 techs if you’re in era 3 so I don’t really feel limited in that sense. They made that picking an era 1 tech in era 3 still makes you advance toward era 4 so ther’s no reason not to take the techs when you need it. If you make a mistake or don’t commit properly you are effectively wasting techs. Really I would’ve preferred a choice of multiple strategy branches, each favour two or three victory conditions, with more specific conditions periodically.

Basically a hybrid of Civ Vs policies and EL’s techs. If possible, I’ll try to keep this as my mainstream strat from now on – when you expand population on settlers, not only it decreases production power, they are still counted in for the price of next itty-bitty human fuel for the city mechanism.

Yup, expanding on pop 3 or 4 sounds good. Be sure to do it after turn 20 though – or you’d have to pay more for the empire plan. I do the same around 3 or 4 pop. What I try to do is research a bunch of tech that won’t result in adding anything to my build queue, build everything, and when only units left I’ll build settler.

My eventual goal is to conquer adjacent territories to give my capitol a buffer-zone. If I ever run out of building queue I’ll just start a settler.
